Good Afternoon,, It is unfair .. I deserve at least 1/2 of the smart point  I answered half of the question  ok ,, never mind The Answer for the second question is The Sultan Abdulhamid II ,,, The Sutlan of Othman Empire But as I know he refused his offer Don't tell me I am wrong now

I am really surprised about the Ad,,, because as I read about 10:10 , it sets like this, because of its appearance it shapes like the correct symbol
